Why does the United States import a large amount of waste cooking oil from China?

On August 30th, the Global Times quoted overseas media reports that in the first half of this year, the United States imported about 1 million tons of waste cooking oil (commonly known as “gutter oil”), with imports from China accounting for about 60%.
